Official: Obama wants to halve budget deficit

WASHINGTON ? Barack Obama wants to cut the federal deficit in half by the end of his first term, mostly by scaling back Iraq war spending, raising taxes on the wealthiest and streamlining government, an administration official said Saturday as the president worked to finalize his first budget request.

Obama's proposal for the 2010 fiscal year that begins Oct. 1 projects that the estimated $1.3 trillion deficit he has inherited from former President George W. Bush will be halved to $533 billion by 2013. That's a difference of 9.2 percent of the overall economy now vs. 3 percent in four years.

"We can't generate sustained growth without getting our deficits under control," Obama said in his weekly radio and Internet address that seemed to preview his intentions. He said his budget will be "sober in its assessments, honest in its accounting, and lays out in detail my strategy for investing in what we need, cutting what we don't, and restoring fiscal discipline."

He's expected to outline some broad themes of his budget request Monday at a White House summit on fiscal policy and touch on it during his first speech to Congress on Tuesday evening. He is slated to officially send at least a summary of it to Congress on Thursday, barely a week after his $787 billion economic stimulus plan becoming law.

Obama's budget also is expected to take steps toward his campaign promises of establishing universal health care:mad: and lessening the country's reliance on foreign oil.

The official, who spoke on the condition of anonymity because the president has not yet released his budget, said Obama hopes to achieve his deficit-reduction goal by generating savings as he follows through on three core campaign promises over the next four years.

He has pledged to wind down the Iraq war by withdrawing most combat troops within 16 months of taking office. He also has said he would let the temporary Bush tax cuts expire in 2011 for people making more than $250,000 a year, effectively raising taxes on those people. And, he has vowed to scale back spending and improve government efficiency by eliminating programs that don't work.

The budget projections suggest that Obama hasn't backed off of any of those priorities, despite relatively little movement on them and at least one misstep in his first month in office as he concentrated on lobbying for the economic stimulus plan and rescuing the housing, auto and financial sectors.

Pentagon officials still are trying to determine exactly how to scale back the U.S. troop commitment in Iraq. The president's sweeping economic plan didn't include any of the tax increases Obama, as a candidate, had said he would impose on wealthy taxpayers. And, Nancy Killefer, his selection for a newly created position charged with eliminating inefficient government programs, withdrew amid personal tax issues.

Cutting the deficit by half in a mere four years is a lofty goal at any time, let alone in such dire economic circumstances. The question is whether Obama can do it while also turning around a recession now well into its second year.

Obama has pledged to make deficit-reduction a priority both as a candidate and a president. But he also has said economic recovery must come first.

In his first month in office, he has overseen enormous amounts of spending aimed at stabilizing the economy, reversing the recession and heading off even more turmoil.

Last week, he signed into law the $787 billion stimulus measure that is meant to create jobs but certainly will add to the nation's skyrocketing national debt. He also is implementing the $700 billion financial sector rescue passed on Bush's watch; about $75 billion of it is being used toward Obama's plan to help homeowners facing foreclosure. At the same time, the administration is weighing requests by General Motors Corp. and Chrysler LLC for an additional $21.6 billion. The ailing automakers already have received a combined $17.4 billion in federal loans.

Yet, even as he's spending a ton of taxpayer money, Obama also is pressing the need for getting "exploding deficits" under control.

The nonpartisan Congressional Budget Office says that this year's budget deficit will be at least a record $1.2 trillion ? about two times that of the year before. That total includes financial bailouts and rescue plans Congress approved since last Oct. 1, the start of the government's budget year, but not Obama's hefty stimulus package that's now law.

Some private economists are forecasting that the budget deficit for the current year will hit $1.6 trillion. And, the Treasury Department has said that the recession and massive costs for the $700 billion financial bailout have pushed the federal deficit to an all-time high for the first four months of the budget year.

Obama's budget director, Peter Orszag, told lawmakers recently that even after the economy recovers, annual deficits could reach $750 billion or so and steadily exceed $1 trillion by the end of the next decade. And, Obama himself has said, without decisive action, "trillion-dollar deficits will be a reality for years to come."

Schwarzenegger skips GOP convention ... to meet with Obama


Republican Gov. Arnold Schwarzenegger, head of his party in the Golden State, is taking a pass on the big spring GOP convention in Sacramento this weekend -- where, let's face it, the long knives are out for him -- to meet with President Obama in the nation's capital.

While the Republicans are railing against Schwarzenegger on taxes and considering censuring their own who voted for the state budget, Schwarzenegger sidesteps it all: He's in Washington, D.C., for the National Governor's Association get-together, meeting with Obama and other administration officials on climate change and key economic topics.

The schedule is still tenative, but California's first couple's busy weekend schedule starts Saturday, when First Lady Maria Shriver is slated to deliver a talk on her WE Connect campaign to the National Governors Association at the JW Marriott.

Then Schwarzenegger heads a panel on infrastucture issues. Then comes a climate-change meeting for Schwarzenegger, one of 11 governors who'll meet with administration officials in response to a Jan. 29 letter they sent to the president on the issue.

And on Sunday, about the time sleepy GOPers will be attending their prayer breakfast in Sacto, Schwarzengger will be on "This Week" with George Stephanolopous, followed by "State of the Union" on CNN with John King. He'll get to talk budget all he wants --though I'm sure we'll hear responses from the Republicans in the state capitol.

Sunday evening: White House dinner and reception with Obama.

Black tie, and no flak jacket required. A high profile weekend for Arnold -- and very different from what it might have been at the convention.

The error, due to a problem called ?sensor drift,? began in early January and caused a slowly growing underestimation of sea ice extent until mid-February. That?s when ?puzzled readers? alerted the NSIDC about data showing ice-covered areas as stretches of open ocean, the Boulder, Colorado-based group said on its Web site.

?Sensor drift, although infrequent, does occasionally occur and it is one of the things that we account for during quality- control measures prior to archiving the data,? the center said. ?Although we believe that data prior to early January are reliable, we will conduct a full quality check.??

The extent of Arctic sea ice is seen as a key measure of how rising temperatures are affecting the Earth. The cap retreated in 2007 to its lowest extent ever and last year posted its second- lowest annual minimum at the end of the yearly melt season. The recent error doesn?t change findings that Arctic ice is retreating, the NSIDC said.

The center said real-time data on sea ice is always less reliable than archived numbers because full checks haven?t yet been carried out. Historical data is checked across other sources, it said.

The NSIDC uses Department of Defense satellites to obtain its Arctic sea ice data rather than more accurate National Aeronautics and Space Administration equipment. That?s because the defense satellites have a longer period of historical data, enabling scientists to draw conclusions about long-term ice melt, the center said.

?There is a balance between being as accurate as possible at any given moment and being as consistent as possible through long time-periods,? NSIDC said. ?Our main scientific focus is on the long-term changes in Arctic sea ice.?

I read it the first time unlike the links you post that you never read.

The point to me is that Gore can say anything he wants about ice shrinking and if a satelite can have a glitch and make it look like ice is gone the size of California, then it can glitch anyway these fawkers want it to make their point.

Kinda like the glitch in Vegas software for playing poker. If ya catch my drift .

can somebody explain why some of the democrats that blamed george bush for katrina haven`t directed a decent portion of the stimulus largesse to louisiana to once and for all fix that levee problem that will inevitably cost this country another fortune?......

wtf?....fixing the levees is only a priority when it`s used to bash a republican?....it really isn`t necessary after all?...

9/11and securiy?...the military?...pfft...the levees?....utilizing our natural resources to lower the deficit?.....pfft....

Its kind of funny...he is worried about the deficit a week after signing the largest (and most useless) spending bill in history.

Folks can debate what a proper tax policy is, what isnt debatable is that this "announcement" is going to further hurt the economy. I didnt like Obama to begin with, but I really thought he was smarter than this. He really is managing to make the economic problems worse not just now but down the road - and I really didnt think that was possible.

Isn't Bobby Jindhal, the Republican 'rising star' Governor of Louisiana, one of the 5 or so Governors 'threatening' to turn down federal money? Another is Hayley Barber, Gov of Mississippi.

Now THOSE are two states who just don't need it.

Good point. Once you land a job at a fast food joint, you are no longer poor and the sky is the limit. Wouldn't it suck if you got that dream job at Wendy's and still couldn't afford to pay the rent? Well, if that is the case, they should probably go find a job as a professional, huh? Lot's of jobs out there....wait, no there's not.

Lets hope more of those Reb Gov's turn down the money. That way theres more for the rest.
I wonder if they will turn down there normal budgeted amount to. When they start putting party ahead of there peoples needs. They should be put in prison.
