Welfare has been considerably reduced, starting with the Clinton administration and continuing through the Bush Administration. There is now very little cash payment, and what there is usually limited to five years/lifetime.

Your assumption that people will prefer to rely on the government rather than seek to get ahead on their own effort is not very sound.
Think about it, learn about it, and you will realize that a life of simply relying on the government will deprive you of everything other than the most basic subsistence. You will never own a home or anything else of significant value, buy a new car, save for retirement, take a vacation, send your kids to college, or have anything else other than just enough to stay alive.
If that's the life you want to live, then go ahead, take advantage of every government program you can find; try to live on it.
You will be miserable. You will have nothing more than the bare minimum which will keep you alive. If you are physically and mentally able, you will prefer to work.
Better yet, go eat a few meals at your local soup kitchen, alongside the truly poor. See how many of them you think are actually capable of taking care of themselves, how many are simply leaches on society. Damned few.
Why do we as a society help to poorest among us? Why did Jesus of Nazareth feed the masses, why did he wash the feet of the leper?
