I think one of the underrated drummers is Tim Alexander, a drummer who has had a strong influence on modern rock music but has remained in the background. I love Primus, his funky groove has always been recognizable despite the bass line.

It is characterized by an analytical style of playing and syncopated rhythms on two bass drums, which strongly differ from modern standard rhythms by sixteenth notes. Alexander has released six albums with Primus, as well as other musicians such as bassist Michael Manringo and his band Laundry.

I think, Carl Palmer, maybe he did not consider himself underestimated, but I know for sure their trio was like a comet that flashed and flew over all the bands of the 70s, showing what you can do with rock music, experimenting with blues, art, classical music
You may disagree with me, but it seems to me that one more underestimated drummer can be called Cozy Powell
