The Cleveland Rockers won the WNBA's draft lottery Thursday, as the league and the players' association worked out the final details of a new collective bargaining agreement.
Cleveland will make the first pick in the draft, tentatively scheduled to be held Friday at 1 p.m. EDT. But WNBA spokeswoman Traci Cook said: ``We won't be holding a draft until there is a signed agreement.''
