Local does and will not get paid. If he says he should you should find someone else.... And tell him he doesnt have to pay anyone who took the over either. NO TOTALS or RL's count if the game goes less than 8.5 innings ever. And a game doesnt count unless 4.5 or more innings are played and the home team leads or 5 full if the visiting is leading.
Games that are delayed or postponed to another day are auto cancelled on ALL BETS.
