Computer help...again

When I click on certain links a window pops up that says " Select skin file ". What is this?

Also in the window it says:
Look in: Skins
Classic Colors V2
Files of type "all skin files"

Have no idea what this is, can I get rid of it? Should I get rid of it? THANKS.

try this:
open IE, click on tools, internet options, advanced, uncheck enable third-party browser extensions (requires restart) click apply and ok....should go away after rebooting.
