Meant to reply to this before and something came up and I never got back to it.
I've always liked this rule. The game (or half) can't end on a defensive penalty...but it can end on an offensive penalty. So many teams don't account for it and its rare but it can backfire. Teams mostly run the clock down to 3 seconds or so to kick a game winning field goal which always irritates me. I know running the clock down didn't apply in this situation.
Back in the day coaches seemed to leave more time in case of a bad snap or a penalty, knowing that they can't re-kick if there's a penalty.
The Stanford/Cal game way back in 1982 I think....the reason it happened is b/c Stanford coach smartly left a few extra seconds on the clock for just that situation. Of course it backfires if you give up multiple laterals and your tuba player gets run over in the end zone. All in all though, I like the rule.
