As was pointed out in another video, the czar position/title was used first in US politics by Reagan.
Once a person is capable of thinking by their lonesome, they don't put much weight into titles. There are gas station owners that refer to themselves as CEOs, but I understand what they really are....an owner. Sure, they might be the chief executive officer of their gas station, but I don't consider them a peer to Michael Dell. Likewise, we can give someone a title like "czar" and I know that it doesn't mean they are the leader of Russia.
