DC to offer Internet gambling, becomes first in US

WASHINGTON -- The District of Columbia is becoming the first U.S. jurisdiction to allow Internet gambling, trying to raise millions of dollars from the habits of online poker buffs and acting ahead of traditional gambling meccas like New Jersey and Nevada.

Permitting the online games was part of the 2011 budget and a 30-day period for Congress to object expired last week, said D.C. Council member Michael A. Brown, who authored the provision. The gaming would be operated by Intralot, a Greece-based company, and would be available only to gamblers within the borders of the district.

Officials were not sure when the gaming would be up and running, though DC lottery officials said they were in talks with their vendor and expect to know more within weeks. Though other states have contemplated legalizing online poker, experts said the district would be the first jurisdiction in the country to do it.

The move to legalize the games comes despite a 2006 federal law that effectively banned Internet gambling. The law basically prohibited banks and credit card companies from processing payments from gambling companies to individuals. But the law is murky, and gambling experts say it created enough grey areas to open the door for a deeper expansion into the multibillion dollar industry.

The founders of the three largest online poker sites were indicted by the FBI on Friday in what could serve as a death blow to the thriving industry.

Eleven executives at PokerStars, Full Tilt Poker, Absolute Poker and a number of their affiliates were charged with bank fraud and money laundering in an indictment unsealed in a Manhattan court. Two of the defendants were arrested on Friday morning in Utah and Nevada. Federal agents are searching for the others.

Prosecutors are seeking to immediately shut down the sites and to eventually send the executives to jail and to recover $3 billion from the companies. By Friday afternoon Full Tilt Poker?s site displayed a message explaining that ?this domain name has been seized by the F.B.I. pursuant to an Arrest Warrant.?

The online gambling industry has taken off over the last decade, drawing an estimated 15 million Americans to bet online.

In 2006 Congress passed a law curtailing online gambling. Most of the leading sites found ways to work around the law, but prosecutors allege that in doing so they broke the law.

?These defendants concocted an elaborate criminal fraud scheme, alternately tricking some U.S. banks and effectively bribing others to assure the continued flow of billions in illegal gambling profits,? Preet Bharara, the U.S. attorney in Manhattan, said in a statement.

Which brings us to Internet gambling.

Rep. Barney Frank (D-Mass.) and Sen. Robert Menendez (D-N.J.) have both introduced bills in Congress to lift a federal ban on much online play and clarify the law, which is even murkier than it is for physical casinos, if that's possible. Their goals include taking a piece of the action for the U.S. Treasury, on the political principle that sins always seem less deadly when there's money to be squeezed from them. The consulting firm PricewaterhouseCoopers estimated in 2007 that legalization could yield as much as $43 billion in tax revenue over 10 years if it includes sports betting, $34 billion even if it doesn't.

Another impetus is that new Federal Reserve and Treasury Department rules requiring banks and other financial institutions to block gambling transfers will go into effect Dec. 1, and the banks are screaming bloody murder about the added regulatory burden.

Internet gambling is one of those issues that shines a light on the distribution of juice in Washington.

The repeal bills delight casino companies such as Harrah's Entertainment, which is hankering to expand its thriving poker business online and has spent about $1 million this year alone to lobby Congress for legalization. But they also leave intact a ban on Internet sports betting, which pleases outfits like the National Football League, no slouch ...........in the Washington lobbying game.

William Hill Plc (WMH), a U.K. bookmaker with about 2,350 shops, is entering the U.S. market by agreeing to acquire two Nevada land-based sports-betting businesses for a total consideration of about $39 million.

William Hill will buy American Wagering Inc. and Club Cal Neva Satellite Race and Sportsbook Division, the London-based company said in a statement today. Both supply sports-betting services to casinos and bars in Nevada, where it?s legal.

European gambling companies have been positioning themselves to gain business in the U.S., which banned online- gambling financial transactions in 2006. William Hill today called the acquisitions ?only the start of our investments in the U.S. market.?

Arrogant complaining about airport security is one indicator Transportation Security Administration officers consider when looking for possible criminals and terrorists, CNN has learned exclusively. And, when combined with other behavioral indicators, it could result in a traveler facing additional scrutiny.

CNN has obtained a list of roughly 70 "behavioral indicators" that TSA behavior detection officers use to identify potentially "high risk" passengers at the nation's airports.

Many of the indicators, as characterized in open government reports, are behaviors and appearances that may be indicative of stress, fear or deception. None of them, as the TSA has long said, refer to or suggest race, religion or ethnicity.

But one addresses passengers' attitudes towards security, and how they express those attitudes.

It reads: "Very arrogant and expresses contempt against airport passenger procedures."

TSA officials declined to comment on the list of indicators, but said that no single indicator, taken by itself, is ever used to identify travelers as potentially high-risk passengers. Travelers must exhibit several indicators before behavior detection officers steer them to more thorough screening.
