He pardoned them to protect them from the retribution campaign that Trump was planning to do. See Comey, James, Bolton as examples. Based on how Trump has acted, his preemptive pardons were appropriate.

I didn’t approve of the pardon of Hunter, but knowing what Trump would do, I understand it.
