There are better ways to deal with this than calling 911. You can always enter the establishment and tell them they shorted you a burger. It sounds like this guy did that and then decided to call 911 like a fool.

If I would have been in his shoes, I would have remained calm and got the name of the person that refused me the burger and called corporate the next day. This way works much better than calling 911, and someone (not you) is bound to get their ass chewed in the process. Don't ya love it?

Good chance it's a common for customers to quicky eat a burger and then go back in and complain. Manager probably got tired of it and said NO MORE. Once they leave the story the order is offical. Like leaving the window in a casino with cash. LOL
