This is an instance of the social psychological phenomenon known as The Bystander Effect. Much of the research done on this is from cases in English-speaking Christian countries. In fact, the alternate title of this phenomenon is "The Genovese syndrome" named after a dead gal in a celebrated example here in US.


That said, in China The Bystander Effect is intensified by the sheer population of people (both in general and in this particular street) leading to a diffusion of responsibility. Also, information overload, including habituation to such tragedies so common in developing countries, plays a big role.


But the biggest accusatory role are the policies of the Chinese government which accentuate the collective bias of the culture, as opposed to supporting individual action (except to strengthen self-centerdness and pray to the Almighty God of Fortune), and especially government rules, and proceedures in particular, which make it potentially harmful or costly for bystanders to render aid. Particularily in big southern cities like this one. As the announcer sez, many of the passersby might be scared and don't want to get into legal trouble or costly financial burdens by rendering aid.

The announcer sez it was the 19th passerby who did help. An old woman garbage-picker. Her screams alerted the mother. One familiar with certain Chinese issues could easily impute mean motives about the neglectful mother or thorough driver of the first truck....

There is much less of these kind of events in Hong Kong, Taiwan or the large Chinese communities in Australia, US and Canada.

We have "Good Samaritan laws" on the books in 47 US states which reduce potential costs for folks who might want to render aid or rescue. However, the evidence seems to be that they aren't needed--Americans tend to render aid too much instead of too less.

There are plenty of examples in the US of the opposite, but these are mostly so obvious and reported because they are so rare, a type of media bias. Unfortunately, such news stories are as rare in China sometimes for the opposite reason--happens often enough, it's not that big of news. This one happened to be caught on camera and disseminated before the central government could stop it.

You can do a google search and find many more instances in China that are actually worse, but got no video on it. You can bet the HK station which broadcasted this video -- local Chinese who were also as horrified by it as us sanctimonious internet posters I might add (見義不爲無勇也) -- are most probably right now being berated by central authorities.

The child get run over (slowly), then run over again, then passed up by multiple people like he's a dead squirrel. A lady then stops to aid him and makes it even worse by her actions. It's a horrific video I think.

I dont know man ever since I had my little girl this stuff affects me more than it used to.

I also feel the more you see the more one gets desensitized. Problem is with all this shit out there you cant avoid it.. I guess I wont click cause I want try and hold on to my humanity for a bit longer:0003

P.S this video is still fawking sickening....

the innocence of a child at that age is something that noone can deny, and for that to happen to someone so young and small, fucking disgusting...


i dont care how much of a pussy i sound like saying that the video was "terrible", but regardless of race, religion, sex, etc, i cannot stand violence and cruelity to children. thats why i got my degree, so i could work with the less forunate children in my area. not trying to save the world, but if i can help one a day, ill take it anyday over many of the alternatives...
