I got no problem with what he did except for the horn, no reason to scare the dog like that, it ain't the dog's fault. But besides that I can see why he's pissed.

Pick up after your dog and everybody is happy. To let your dog shit over and over on somebody's lawn (or driveway) is not cool at all.
