If receivers signals Fair catch, then halo rule is in effect I believe. Randle made no signal so he is open game as long as defender does not hit him before the ball touches receiver. Looked good to me.

As the gibber mentioned above their is no halo rule in the NFL, rule reads cannot interfer with the receiver's chance to catch the ball. Once he touches it it is fair game.
