LOS ANGELES -- A reference to roosters and chickens on a Hooters billboard has ruffled some feathers.

Employees at Kaiser Permanente-Baldwin Park Medical Center, which is beneath the billboard along the San Bernardino Freeway, brought their complaints to the city. They claim the billboard's slogan -- "Only a rooster gets a better piece of chicken" -- is "indecent or obscene."
"It's very creative and it is kind of funny, but when you really take a look at it and read it, it's degrading to women," said Councilwoman Marlen Garcia.
City officials said they plan to fight for removal of the billboard. Garcia said Baldwin Park is a family friendly city, and its residents have no tolerance for the slogan. She said the city has received several complaints from nearby workers.
Similar complaints led Hooters to move a billboard, which featured a waitress in a Hooters uniform, out of the city. Hooters said the current sign does not violate indecency rules.
Frank Chopski, the restaurant's Los Angeles regional manager, said the controversy equates to free advertising.
"I couldn't afford the front page in San Gabriel," said Chopski.
Chopski said the slogan has been used for about 20 years.
