How is someone with 230 felony charges not in jail ???

This week over here i Finland:

person jailed for life for two murders and a (wo)man slaughter.

Paroled after 11 years and he walks out.

and no, it is not working, same persons just commit more crimes because they are not jailed for good.
Crime numbers going through the roof, but conviction numbers aren't because police doesn't even bother to investigate anything but serious crimes.
