There are plenty of unemployed or underemployed Americans who need work. Regardless of what the BLS reports unemployment at, it is not 5%.

When people drop out of the workforce, ie - quit looking for work because they have not been able to find one, they are completely removed from the unemployment rolls and therefore, as these peoiple drop out, the unemployment rate magically goes down.
