Adding an armed retired police officer or military vet to each school would be another good start.
Please don't tell me kids would be scared to see an officer at school. Most local high schools around me have a DARE officer in the school at least one a week, if not more. If police are so scary, why do people ask to have tours of the police department for Boy Scout and Girl Scout trips.
It is a proven fact police or authority figures deter criminal activity. Easiest place to start is there.

This debate would be completely changed - you would hear people screaming for police or military presence at schools.
