That isn't at all what the term means. It has never meant that and still doesn't. In reality, the term has been recently semanticized to "cuckservative" and used as an insult against conservatives that pander to liberal organizations in an effort to gain favors or such.
The original term which has been in use since mid century of 1200's. Shakespeare uses the term several times in several of his writings. It is believed to be first used in the poem "The Owl and the Nightingale". It's original meaning comes from the Cuckoo bird which will replace nesting birds eggs of other species with its own egg. The nesting birds will raise the hatchling as their own even though the cuckoo fledgling is much larger than them.
The term then went on to be used to describe a sexual fetish of a man that enjoys watching his wife have sex with another man.
At no point has it ever been officially identified as referring to liberals.
