It helps to reduce drag in the water during the rainy season and high water. Competitive swimmers do this as well, which, when you think about it!?!?! You would think that Mexico would have the best swimmers in the world at the Olympics.....well, then again...........all the good swimmers are already over here. Yea, I guess they would have all the shitty swimmers still in country.

So yeah, he is probably doing that to reduce drag.
