The federal official with the power to mobilize a massive federal response to Hurricane Katrina was Homeland Security Secretary Michael Chertoff, not the former FEMA chief who was relieved of his duties and resigned earlier this week, federal documents reviewed by Knight Ridder show. Even before the storm struck the Gulf Coast, Chertoff could have ordered federal agencies into action without any request from state or local officials. Federal Emergency Management Agency chief Michael Brown had only limited authority to do so until about 36 hours after the storm hit, when Chertoff designated him as the "principal federal official" in charge of the storm.

MC--who do you think was responsible for making Brown the scapegoat?

I personally feel that Brown was not qualified to do the job, and the dissenters got what they wanted. He is no longer the director. I guess you would prefer for it to just continue going down the line and realign the entire organization DURING a major crisis.

I actually don't find Brown at fault and feel that the fault lies throughout many layers of the government from the federal to the state and right down to the local. I think Brown is a perfect example of what is wrong with the Federal Government as he was put in this position with no background that would make you stand up and say that you felt this guy would be successful. I guess you would have to look at the person that put Brown in this position as they had to know that he lacked any experience to handle a major event and basically they were setting him up for failure. I don't think we can deny that the Federal Govt was lackadaisical in their response to this event and someone had to pay and Brown was the convenient choice of the day. No I would not fire anymore people until the situation is stabilized and they we can sort out exactly what went wrong.
