That's a good move for somebody planning to run in '08.
He knows damn well that there won't be 'many more troops' sent there. He also knows that whatever happens, whether we stay there, whether we leave, that no matter what we do, Iraq will continue to devolve into even more of a civil war.
How sly is that? Knowing his 'plan' won't be implemented and knowing that anything else will continue to prove this occupation to be a clusterf*ck?
It will be very easy for him in a year(campaigning time) to sit back and say, ' see, if they only sent more troops', knowing all along that sending more troops in 2006 would make absolutely no difference whatsoever.
