Mental Competency ~

I know of someone who could be the poster child for the issue of whether or not a mentally competent person should own a gun.

He is in his forties.
Many years ago, he was in a horrific accident.
He spent seven months in intensive care.
He required brain surgery which involved four surgeons.
They removed half of his brain.
According to his mother, not one of the four expected him to survive.
But he survived and is living at home with his mother who is his payee.
She is NOT his legal guardian.
He is ambulatory with very limited use of one of his arms.
He was prescribed medication, but refuses and is able to manage without it.
He is vulgar and has difficulty arranging words into coherent sentences.
In talking with him, he ends most of his sentences by laughing and saying, "something like that."
Meeting him, anyone would soon realize a mental defect.
He does not process information well, although personal hygiene is not an issue.
He wears his hair long and unkempt, although his appearance is not disheveled.
He is not a member of a group or gang, but likes to identify with the Harley Davidson image.
He can function at the bank, post office and supermarket without difficulty.
When he leaves home, he usually takes a bus to a game store to browse videos.
For the most part, he stays at home and plays violent video games on his X-Box.
He has anger issues and EXTREME paranoia.
He is extremely fearful of certain people who he believes are involved in a plot to control his mind.
If I had to guess, I would imagine his IQ is below 40.
He does not see a psychiatrist or anyone in the mental health field.
He bought a handgun and has plenty of ammunition.
I believe he bought the gun at a Sporting Goods store in a local mall.
He shoots the gun occasionally.
He has been to a gun range as a guest.
He usually takes the gun to the woods.
A couple of years ago, he was target shooting behind the sporting goods store where he bought the gun,
security cameras had him on film and he was arrested for shooting on mall property and his gun was confiscated.
His mother hired an attorney, he appeared before a magistrate, was fined, and had his gun returned to him.
Sometimes, he carries the gun in public covered by a camaflouge jacket.
The local police know him well and he hates all of them.
He is very unpredictable.
I pray he is not one of many.
