Do you mean at the beginning, when he's making the prediction, or the actual call? Not sure who was laughing in the beginning, but the guy laughing during Niehaus' call is Rick "check out my hairpiece" Rizzs. The guy is a horrible broadcaster, but that little schoolgirl giggle of his never fails to crack me up. I still haven't heard a clip of Blowers' reaction when it was happening, but I'm sure he was just as excited as ol' Rizzs was.
