Rating/PS adjusted 4pts for home teams in CBI/CIT tourneys.

I changed TR (new one column B) to try to screw it down some and make it more uniform, It did make a few worse but overall I like to think it is better. There will still be a few that are way off but that's going to always be the case. Kept the same factors, just weighted things differently. Listed final scores so far also.
