What's all this mean? I have a vague idea, but can someone break it down for me?

Also - does your bankroll reset after every week, or day, or season? What do you do if you start with 1000 and win 200? 4% was $40, is it now $48?

Actuallly, bankroll does "reset"

you always play a % of your current bankroll.. it is good money management...

Allows you to bet more when you are winning, and to scale back your bets when you are losing...

As an added bonus, if you are discliplined in using the strategy, it is impossible to go broke! (although you would get to a point where you would not be able to meet your book's minimum bet amount requirement)
