Use same format however when each conference gets down to 2 teams then. They advance to The NBA Final Four
The worst seeded team left in the East would play the best seeded team left in West, and the worst seeded team left in the West would play the best left seeded team in the East.
This way the NBA finals would feature the best 2 teams . For example years ago when the east was strong, you could of had a knicks-bulls NBA final. This year you would of had a chance for a kings-lakers final.
Also under this format when each conference has one strong team, you would still have the chance of seeing them play in the finals like the old lakers - celtics finals.
As far as conference champions who cares, you could give it to the team that had the best regular season record in each conference was the writers opinion.
