"NO CHARGE" Zone

Here is a little rant about one of several pet peeves I have in sports.
I love the "No Charge" zone. I wish they would bring it to the college game.
Here's what I hate. No one understands the rule. Refs don't seem to understand it. Announcers are clueless. It drives me crazy listening to announcers talking about it.

If a defensive player is out of position, its a block. If a defensive player has position, its a charge. But, if a defensive player has position in the "zone" (under the basket)...THEN ITS A NO-CALL. It doesn't become a blocking foul b/c he's under the basket.
You are still allowed to play good position defense in the no-charge zone and try to affect the shot that way. You just can't get rewarded by drawing a foul. You are also not penalized.

Am I the only one who understands this rule? Its a great rule to have but not if no one "gets" it.

I heard someone say you still can pick up a charging foul inside the zone. Is that true?

Not sure you saw it or remember it but.......

IN game 1, Spurs player was clearly inside the line (but had great position) and I think it was Ben Wallace jumped in air and on top of spurs player and shot ball. Wallace had no control and clearly initiated contact.

Ref called charge.

Should that be a no-call?

Should that be a charge because Wallace jumped onto the defender in the air? He wasn't driving to basket from ground, he initiated contact and did it in the air.

Should that have been a blocking foul?

I looked up the official rule.

"An offensive foul should never be called if the contact is with a secondary defensive player who has established a defensive position within a designated "restricted area" near the basket for the purpose of drawing an offensive foul."

It makes no mention of how blocking fouls should be called. Is the interpretation which you mention printed in any official rule book? If so, where can I find it. If no, then this is the problem.

If the interpretation to which you speak is not regarded as "official", then it would be up to each individual referee to make his own interpretation.

I appreciate any feedback.

I honestly don't know what the official rule is, but the line is painted there for a reason, and everyone says "no charge zone".
Its pretty simple to interpret, but most people just think that its an automatic block, and its not. Thats not what its there for.
Also, if an offensive player goes up for a shot and at the same time punches a defensive player....thats still a foul, flagrant at that. Just not a charge.

Anyway, the "rule" is there b/c a guy under the basket shouldn't get rewarded since he can't really play defense from there.
