Couple things to note:

1. They picked 10 QBs. So basically Brees didn?t make the top 10 QBs of all time.

2. They voted in mid-2018, meaning before the 2019 and 2018 seasons. Brees held neither the yards nor the TD record at that time.

I'm sure Scrapman meant no Super Bowl SINCE Bountygate.

Timeline:
Saints won the Super Bowl in 2010 (following 2009 season).
Bountygate took place in 2009-2011 seasons.
Bountygate investigation by the NFL started in May 2010 and concluded March 2012.
Sean Payton was suspended for the entire 2012 season.
