Obama: Terror explosives found, bound for US

WASHINGTON ? President Barack Obama declared Friday that authorities had uncovered a "credible terrorist threat" against the United States following the overseas discovery of U.S.-bound packages containing explosives aboard cargo jets. Obama said both had been addressed to Jewish organizations in the Chicago area.

Obama stepped to the podium in the hours after officials disclosed that authorities in Dubai intercepted an explosive device bound for a Chicago-area Jewish institution. The second package was aboard a plane searched in England, and officials said it contained a printer toner cartridge with wires and powder.

That second package was aboard a plane in East Midlands, north of London.

Obama did not identify any institution that had been targeted.

Several other cargo planes at airports along the Eastern Seaboard of the United States also were searched, and officials said no explosives were found. An Emirates Airlines passenger jet carrying cargo from Yemen was escorted from the Canadian border to New York City by two military fighter jets, U.S. officials said. They said it was a precautionary action.

An FBI spokesman in Chicago, Ross Rice, said both suspicious packages had been sent from the same address in Yemen.

The president refrained from assigning blame to Yemen's al-Qaida branch, but officials who spoke on condition of anonymity said they were increasingly certain that was the source. The same group was responsible for the attempted bombing of a U.S.-bound airliner last Christmas.

The officials spoke on condition of anonymity, citing the ongoing investigation.

White House counterterrorism adviser John Brennan later told reporters that the explosives "were in a form that was designed to try to carry out some type of attack," but he provided no further details.

"The forensic analysis is under way," he said, adding, "Clearly from the initial observation, the initial analysis that was done, the materials that were found in the device that was uncovered was intended to do harm."

Two Terrorist Suspects Arrested in Amsterdam, After Flying in From Chicago

Two men taken off a Chicago-to-Amsterdam United Airlines flight in the Netherlands have been charged by Dutch police with ?preparation of a terrorist attack,? U.S. law enforcement officials tell ABC News.

U.S. officials said the two appeared to be travelling with what were termed ?mock bombs? in their luggage. ?This was almost certainly a dry run, a test,? said one senior law enforcement official.

A spokesman for the Dutch public prosecutor, Ernst Koelman, confirmed the two men were arrested this morning and said ?the investigation is ongoing.? He said the arrests were made ?at the request of American authorities.?

The two were allowed to board the flight at O?Hare airport last night despite security concerns surrounding one of them, the officials said.

The men were identified as Ahmed Mohamed Nasser al Soofi, of Detroit, MI, and Hezem al Murisi, the officials said. A neighbor of al Soofi told ABC News he is from Yemen.

Federal officials say two packages from Yemen that contained explosives were intercepted while still overseas. Both packages originated from Yemen and were addressed to synagogues or Jewish centers in Chicago.

One package was shipped through FedEx and was intercepted in Dubai. FedEx has told CBS 2 News that the suspicious package that tested positive for explosives never made it onto a FedEx plane. The package was detected by FedEx at its package handling facility in Dubai.

The second package was discovered aboard a UPS cargo plane in East Midlands, north of London, and contained a printer toner cartridge with wires and powder (pictured above).

It was found during routine screening of cargo in England, prompting authorities to scour three planes and a truck in the United States on Friday, U.S. officials said.

Items continued to be tested in England.

President Barack Obama said Friday afternoon that authorities had uncovered a ?credible terrorist threat? against the United States and that initial examination of the two packages determined that they contained explosive materials.

Obama said the packages originated in Yemen and were apparently bound for places of Jewish worship in Chicago.

The events ?underscore the necessity of remaining vigilant against terrorism,? the president said. The packages both originated in Yemen, but Obama did not assign blame to al-Qaida, which is active in the Arab nation and long has made clear its goal of attacking the United States.

The events unfolded four days before national elections in which discussion of terrorism has played almost no role.

Obama said the U.S. is taking steps to enhance the safety of air travel, including beefing up cargo screening.

Obama told reporters Friday that he was alerted to the threat Thursday night and that he directed the Homeland Security Department and other law enforcement and intelligence agencies to take whatever steps were necessary to protect American citizens.

He said additional protective measures will be taken for as long as necessary to ensure safety and security in this country.

Officials suspect a link with al-Qaida.

The Jewish Federation of Metropolitan Chicago was notified of the situation at 10:30 a.m. Friday, and officials there are ?taking proper precautions,? said associate vice president Linda Haase.

The organization is also advising local synagogues to take precautions, Haase said.

A law enforcement source tells CBS 2 Chief Correspondent Jay Levine the word is out to synagogues in Chicago not to accept UPS packages from east of New York. The are asked to call Chicago Police if any delivery is attempted.

FBI spokesman Ross Rice added that while there are no identifiable or specific threats to the Chicago area, all churches, synagogues and mosques in the area are being warned to be vigilant for unsolicited or unexpected packages, especially those originating from overseas locations.

Obama was notified of the potential terrorist threat Thursday evening, and ?directed U.S. intelligence and law enforcement agencies, and the Department of Homeland Security, to take steps to ensure the safety and security of the American people, and to determine whether these threats are a part of any additional terrorist plotting,? according to a statement from White House press secretary Robert Gibbs. ?The president has received regular updates from his national security team since he was alerted to the threat.?

Other cargo planes around the U.S. and the world were also searched as a precaution because they carried packages originating in Yemen.

Specifically, law enforcement officials packages on two cargo planes in Philadelphia and one in Newark, N.J.

One of the flights to Philadelphia was coming in from Paris. The other from Cologne, Germany, and was scheduled to go on to Louisville, Ky.

Police also stopped a UPS truck with a package on New York?s Queensboro Bridge into downtown Manhattan.

Some experts said the incident might have been a dry run to test security on cargo planes.

Meanwhile, CBS News reports all UPS flights have been grounded. And a commercial airliner carrying cargo from Yemen was escorted from the Canadian border to New York City by two military fighter jets, U.S. officials said.

U.S. officials said there was no known threat associated with the plane, but it was escorted to John F. Kennedy International Airport as a precaution.

The plane, a Boeing 777, landed shortly after 3:30 p.m. eastern time. Passengers walked off the jet on two covered stairways and then onto the tarmac, dragging their luggage behind them. Several police cars surrounded the airliner.

FBI spokesman Richard Kolko said the plane ? Emirates Airlines Flight 201 ? was met by FBI and Port Authority of New York and New Jersey police. He said the action was being taken solely because the plane, which took off from Dubai, was also carrying cargo from Yemen.

?The single piece of cargo will be examined. There is no known threat associated with this cargo,? Kolko said.

Emirates said in a brief statement that it was ?cooperating fully with the U.S. authorities? and would provide more information as soon as it has it available.

Obama called the coordinated attacks a "credible terrorist threat" amid worldwide fears that al-Qaida was launching a major new campaign of assaults.

"The United States is not assuming that the attacks were disrupted and is remaining vigilant," Obama adviser John Brennan said at the White House.

One of the packages was found aboard a cargo plane in Dubai, the other in England. In the U.S., cargo planes were searched up and down the Eastern Seaboard, and an Emirates Airlines passenger jet was escorted down the coast to New York by American fighter jets.

No explosives were found aboard those planes, though the investigation was continuing on at least two.

Obama's sobering assessment, delivered from the White House podium, unfolded four days before national elections in which discussion of terrorism has played almost no role. The president went ahead with weekend campaign appearances.

The terrorist efforts "underscore the necessity of remaining vigilant against terrorism," the president said. While he said both packages that contained explosives originated in Yemen, he did not explicitly assign blame to al-Qaida, which is active in the Arab nation and long has made clear its goal of launching new attacks on the United States.

The radical U.S.-born Muslim cleric Anwar al-Awlaki, who now lives in hiding in Yemen, is believed to have helped inspire recent attacks including the Fort Hood shooting, the Times Square bombing attempt and the failed Detroit airliner bombing last Christmas Day.

Most of the officials spoke on condition of anonymity, citing the ongoing investigation.

Brennan later told reporters that the explosives "were in a form that was designed to try to carry out some type of attack," but he provided no further details.

"The forensic analysis is under way," he said, adding, "Clearly from the initial observation, the initial analysis that was done, the materials that were found in the device that was uncovered was intended to do harm."

Intelligence personnel had been monitoring a suspected plot for days, officials said. The packages in England and Dubai were discovered after a foreign intelligence service picked up information related to Yemen and passed it on to the U.S., one official said.

Confirmation that the package discovered in Dubai contained explosives came from an official United Arab Emirates security source.

U.S. intelligence officials warned last month that terrorists hoped to mail chemical and biological materials as part of an attack on America and other Western countries using the mail. The alert came in a Sept. 23 bulletin from the Department of Homeland Security and obtained by The Associated Press.

In the hours following the discoveries, Yemeni officials said they had launched a terrorism investigation, and Scotland Yard said its investigators were testing a number of additional items seized from the plane in East Midlands.

U.S. authorities conducted searches of aircraft in Philadelphia, Newark, N.J., and New York City.

"As a precaution, DHS has taken a number of steps to enhance security," the Homeland Security Department said in a statement. "Some of these security measures will be visible while others will not."

UPS said it was immediately suspending shipments out of Yemen.

Since the failed Christmas bombing of a Detroit-bound airliner, Yemen has been a focus for U.S. counterterrorism officials. Before that attack, the U.S. regarded al-Qaida's branch in Yemen as primarily a threat in the region, not to the United States.

The Yemen branch known as al-Qaida in the Arabian Peninsula has since become a leading source of terrorist propaganda and recruiting. Authorities believe about 300 al-Qaida members or cells operate in Yemen.

The Yemeni government has stepped up counterterrorism operations, with help from the U.S. military and intelligence officials. Mohammed Shayba, general-director of the state airline's cargo department, said the government is conducting an investigation.

"Those in charge are in constant meetings and they are investigating and taking the issue seriously," he told The Associated Press.

If obama was in office back then maybe he would have actually read some intelligence reports and thwarted 9/11.

This Poll of Polls suggests that for the first time this election season, more Americans approve of how Obama is managing his duties in the White House.

This newest edition of the CNN Poll of Polls is an average of four national polls conducted from mid-to-late October: Gallup tracking (10/25-27), Newsweek (10/20-21), CBS/New York Times (10/22-26), and McClatchy-Marist (10/22-25).
