would like to know when ya find out..

call a listed arborist in your area.

craigslist or yellow pages will have at least one..

he or she can certainly let you know what it is and if it is a serious fungus.

Dude, that is the worst case of Powdery mildew I have ever seen but all the white splotches everywhere are a dead giveaway. The "sap" you are seeing is actually a normal reaction to what is probably a secondary infection that your tree is trying desperately to kill. There are several products that are safe for Oaks and Maples etc.. that you can use to kill the infection and others for the powdery mildew.
Don't waste time though because that tree is dying.

Hope that helps,
FDC

I sent the pic to my father inlaw who's an arborist, here's his thoughts from the pic:

"It looks like "Wooly Aphids" should be a small insect in each mass. The tree is a Sliver maple. They probably won't effect the tree but the secretion from them is the cause of the little drops on your car and objects under the tree that eventually turn into a fine black mold."

Wooly Aphids, aka Mealy Bugs, are cousins of Aphids and like Aphids the Mealy Bugs can be knocked off plants with a sharp stream of water. Starting a control program with one of the broad spectrum poisons, such as the Neem products, could well kil off any predators of Mealy Bugs (the Mealy Bug Killers, which resemble their prey) as well as the target insect.

Hi Natalie -

I've been mixing up Neem oil and using that as a spray. A half thimble of oil to 2 cups of water and a few drops of dish washing liquid. Seems to do the trick on quite a number of bugs. I found Neem oil at my local garden center but it was quite expensive. Avoid the premixed versions because once mixed, it doesn't store well and will not be very effective against bugs
