Possible way to avoid Speeding Ticket Pts...

My buddy who lives in Va. told me he has done the following things multiple times to avoid the pts that are associated with a speeding ticket. These pts are what increases your insurance rates when your company finds out about the ticket.

When he gets a ticket he will pay the fine in the manner of a check and obviously send it in on time (usually before the court date). The catch is that he will OVERPAY the ticket by something to the tune of $10 or $15 extra. He says this causes the State to be forced to issue a refund check since you have over paid them. The next catch is when you receive that check you CANNOT cash it. You must eat the extra funds that you paid above and beyond the initial fine. However, he says since you never cash the refund check the ticket in some way never completely processes through the system and possibly at the end of the year (Myabe fiscal or accounting) it is wiped from the system. He doesn't know that it is cleared from the system for a fact, but he told me he has received numerous speeding tickets and done excactly what is written above and never had an insurance premium increase. I have heard of some outlandish ways to beat the system, but this one seems fairly logical in a way.

Just curious if anyone has ever used this successfully for themselves or if they know of any cases when it has proved successful?

Insurance companies run MVR (license) checks on random blocks of business every year. That is pretty much the only way they would find a ticket, unless you are switching companies.
