Question on illegal pitch

Pittsburg vs St Louis last night:

Perez was cited for throwing an illegal pitch in the second inning. Home plate umpire Joe West ruled that the pitcher altered his delivery on a 3-2 offering to Sanders, who was awarded first base.

My question is, What happened? How does one alter his delivery to make it illegal?

An ILLEGAL PITCH is (1) a pitch delivered to the batter when the pitcher does not have his pivot foot in contact with the pitcher's plate; (2) a quick return pitch. An illegal pitch when runners are on base is a balk

it was a bad call i was watching the game the only way the long paulse in his delivery could be called a illegal pitch was if a runner was on base , because of the deception and that would of made it a balk, They made about 5 bad calls in that game for both sides, umps were wrong on that one.

That was complete BS!! The ump didn't even looked convinced when he was trying to make his case. The game had no real flow anyway, but Perez pitched another beauty!!
