Question Regarding Play-offs...

In the NL, the division winners have the 3 best records with LA having the third best. Why do the Dodgers open with the Cardinals when it seems like the wild-card winner should open with the division winner with the best record?

Because the Wild Card winner cannot play against their own division in the opening round.
