How come a receiver is ruled in bounds when he drags nothing but a toe but he's ruled out of bounds when his toe lands in bounds but his heel lands on the line. Does that make sense?

If the QB is out of the pocket you can shove anybody out of bounds
explained as can not be the first to touch the ball in flight or fumble..

In TB not illegal contact because the QB was out of the pocket and you can't come back in and be the first to touch.
According to Mr. Rules Mike Pereira, it wasn't illegal contact, so Article 6 doesn't apply.
He's not talking about the play to end the game, he's talking about the pass before that where the receiver was out of bounds on the catch
