Rumsfeld faces tough questions from troops

CAMP BUEHRING, Kuwait (AP) -- After delivering a pep talk designed to energize troops preparing to head for Iraq, Defense Secretary Donald Rumsfeld got a little "talking to" himself from disgruntled soldiers.

In his prepared remarks, Rumsfeld urged the troops -- mostly National Guard and Reserve soldiers -- to discount critics of the war in Iraq and to help "win the test of wills" with the insurgents.

Some of soldiers, however, had criticisms of their own -- not of the war itself but of how it is being fought.

Army Spc. Thomas Wilson, for example, of the 278th Regimental Combat Team that is comprised mainly of citizen soldiers of the Tennessee Army National Guard, asked Rumsfeld in a question-and-answer session why vehicle armor is still in short supply, nearly three years after the war in Iraq.

"Why do we soldiers have to dig through local landfills for pieces of scrap metal and compromised ballistic glass to uparmor our vehicles?" Wilson asked. A big cheer arose from the approximately 2,300 soldiers in the cavernous hangar who assembled to see and hear the secretary of defense.

Rumsfeld hesitated and asked Wilson to repeat his question.

"We do not have proper armored vehicles to carry with us north," Wilson said after asking again.

Rumsfeld replied that, "You go to war with the Army you have," not the one you might want, and that any rate the Army was pushing manufacturers of vehicle armor to produce it as fast as humanly possible.

And, the defense chief added, armor is not always a savior in the kind of combat U.S. troops face in Iraq, where the insurgents' weapon of choice is the roadside bomb, or improvised explosive device.

"You can have all the armor in the world on a tank and it can (still) be blown up," Rumsfeld said.

Asked later about Wilson's complaint, the deputy commanding general of U.S. forces in Kuwait, Maj. Gen. Gary Speer, said in an interview that as far as he knows, every vehicle that is deploying to Iraq from Camp Buehring in Kuwait has at least "Level 3" armor. That means it at least has locally fabricated armor for its side panels, but not necessarily bulletproof windows or protection against explosions that penetrate the floorboard.

Speer said he was not aware that soldiers were searching landfills for scrap mental and used bulletproof glass.

During the question-and-answer session, another soldier complained that active-duty Army units sometimes get priority over the National Guard and Reserve units for the best equipment in Iraq.

"There's no way I can prove it, but I am told the Army is breaking its neck to see that there is not" discrimination against the National Guard and Reserve in terms of providing equipment, Rumsfeld said.

Yet another soldier asked, without putting it to Rumsfeld as a direct criticism, how much longer the Army will continue using its "stop loss" power to prevent soldiers from leaving the service who are otherwise eligible to retire or quit.

Rumsfeld said that this condition was simply a fact of life for soldiers at time of war.

"It's basically a sound principle, it's nothing new, it's been well understood" by soldiers, he said. "My guess is it will continue to be used as little as possible, but that it will continue to be used."

In his opening remarks, Rumsfeld stressed that soldiers who are heading to Iraq should not believe those who say the insurgents cannot be defeated or who otherwise doubt the will of the military to win.

"They say we can't prevail. I see that violence and say we must win," Rumsfeld said.

Funny, that's not what the anti-Kerry commercial said when bashing the candidate for voting against spending $87 billion. How bad would they have destroyed Kerry if he came back with a reply like this.

Sounds like it's almost time for the whole country to treat this like a war. If we really care about our troops, lets start rationing resources and getting manufacturers to crank these needed supplies out. We are attempting to have our cake and eat it too. The soldiers are paying the price. We need our leaders to level with us.

I know it sucks to not have adequate armor, but my god, these soldiers aren't asking us to give up our tax cuts, are they? or out Humvees to get to and from work? Selfish bastards.

Dam after listening to Rummy today we find our troops truly are led by idiots. Even some tough Conservatives are throwing up there hands in disbelieve. You now maybe they should not worry to much about steroids in baseball and take care of our troops first.

i dont understand it myself....we need shoudl put all welfare people to work on making armour for the troops

no free handouts while we are at war....get off your ass and help out by either working to support the tax system or working to help the war effort

Thank God we live in a country where our leaders are still accountable to the troops and people....

Not too sure what Kerry would do about the troops efforts given his cuts in military spending in his past....probably wouldda done about the same Bush has done but probably also wouldda given more money away to people who do nothing to EARN it

i agree DJV no need for the government to get involved in baseball steroids....

although I do like it when they are sidetracked by things as such because it prevents them from interfering in our lives but not in a time of war.....80% of our government should be working on what to do next in regards to defeating Islamofasciism and protecting us....right now that is more like 0.8%

Wake up guy's.. The press and someone on the other side bought the soldier to say that. Look at the news clip, thousands of armed services there and that one person said that and then they were a few around him to clap.Never believe the press on reporting the war and never under estimate what the Bush and war haters will do that actually put our troops in harms way......

I wouldn't say happy would be adjective to describe most troops there but there is definately difference in morale and attitude of enlisted vs guard and reserve.

1st I think all troops should have best of equipment--but if there is going to be a group that has to wait--It would be these guard and reserves stationioned in "Kuwaiit" mind you.

--a little on these disgruntled reserves in Kuwaiit.They are quite similiar to the unit that refused to take their trucks on supply mission a few months back (that are currently under article 15) remember they,their familties and press all described it as "suicide mission" but apon review their quartermaster unit had never had casualties to date since being in Iraq and others from unit completed mission same day with no prob.
So one must consider the source.Not intended to knock the guard and reserves because they had no idea that their enlistment would take them there.
--but I do knock the attitude of those riding around in trucks complaining about adaquate armor when those doing the fighting and not complaining have to walk with only a helmet and body armour.
Maybe this unit in Kuwaiit would like to swap places with those in Fujallah--I am sure the troops there would be willing.Ya think?

point is while reserves and guard make up very small % of troops there with most in combat support roll they apparently have 99% of the complaints.

DTB you see they want us to believe things that are not true. Right now 35% of the troops in Iraq are N G units. That was said by both head quarters from Kuwait and here at Pentagon today. And yes most those units are the ones behind on good equipment. So there complaints are good ones.
But really for Rummy to say you go to war with the army you have. Boy what a scary statement. In fact if your the one invading you go when your ducks are lineed up in a row. And everyone knows the plan. Letting generals go that don't agree your plan is good is not the answer. Truth is we were not ready for what has happened. And we did not have to go to Iraq till we were.

I would like to see where you got data on 35% troops in Iraq are NG.

Now for the truth of the matter you have one soilder complain--sue the government-refuse an order-slap a prisoner and the media put it on 1st page headlines for days
you have 99% of troops busting their ass every day--making sacrifices without complaint and you don't hear shit.

and on troops led by idiots---once again I'll remind you that we did in Afgan in 15 days what no countries could do in 100 years---and add that 15 days to the # of days it took for bagdad to fall and the total is less than it took your boy Slick and Reno to burn out and kill a bunch of women and children at Waco.

Not surprising that those that complain about leadership now are the same that supported Slick and his cut and run approach in Somolia.

To each their own.

Were still in Afgan after 2 years. We either are not done or are just staying for the heck of it. And one of our main reasons was Bin. Not sure if we have him. Yes the job done so far there is a good one. And some of those chits were at least we believe involved with 9/11. So what now do we have to stay for ever.
As for Iraq we could have went when really ready. Again good job done by our guys. But someone forgot to think when they all gave up so easy why did they do it. Well we know now everyday. It would have took what another couple of months to go in with proper equipment. Even 6 months so what where was Iraq going. Don't our guys deserve that.

I hope we continue to have troops/bases in Afgan and Iraq for years to come.Where do you think they are most effective and which place do you think is more straegic--middle east or Europe?

I thought we should have done Afghanistan much bigger, and practically turn that place into the 51st state. Afghaniston was undebateable. Only the most extreme people were against that invasion. We should have gone big and stayed big. We wouldn't be seeing a return of the rampant opium fields and local warlords. We could have made that our strategic example for the ME. We would still have most of our friends around the world and very little division at home. Oh well.

I agree with you Smurph--probably would have been better to stabalize that area 100%---sometimes a pres trying to do too much at one time is as bad as a do nothing pres. Fortunatly both countries are in close proximaty.
and regarding too much on one plate--while I back his war efforts 100% I am concerned about anyone taking on issues of medicare reform--tax reform and social security reform at same time. MUCH too big a task for any administration.Would personally rather see him concentrate on war efforts and tort reform in next 4 years.
