Is it a Treaty or just a Promise? After reading this you might understand that this is not just a Russia/Ukraine problem.

You didn't formulate anything even remotely intelligent nor anything that has to do with your original post. Your post lauded what you thought to be some incredible foresight by Palin and Romney. The previous post was the first mention of any memorandum by you. I never understand how people think they can lie about their intent when their posts are still present.

The "homework" you're referring to wasn't necessary. I passed that test years ago, and aced it, so what would you like to know about the memorandum? The signatories were the U.K., U.S., Russia, and of course the Ukraine. The memorandum was drafted to include political commitment of all signatories to "respect independence and existing borders of Ukraine? and ?refrain from the threat or use of force against the territorial integrity or political independence of Ukraine?. The signatories also agreed to ?refrain from economic coercion designed to subordinate to their own interest the exercise by Ukraine of the rights inherent in its sovereignty and thus to secure advantages of any kind?.

The problem with your myopic understanding of the memorandum is that Russia may have already violated the tenets of the treatise when they applied political and economic pressure on Ukraine to back out of the EU trade deal. Any movement made toward independence of the Crimean Peninsula would also violate the the treatise. Since the spirit of the agreement has been violated by both sides, diplomacy dictates that the agreement is now void of obligation.

What this means is, even if a Russian military force is moved into Ukraine, we are under no legal obligation to protect the sovereignty of their borders. It becomes a moral discussion and that discussion should first be heard by the U.N. Security Council, not the POTUS.

Let me know if you would like me to educate you on any further superfluous machinations of your bigoted mind.
