Within hours of Mueller?s appointment on Wednesday, the White House began reviewing the Code of Federal Regulations, which restricts newly hired government lawyers from investigating their prior law firm?s clients for one year after their hiring, the sources said.

An executive order signed by Trump in January extended that period to two years.

Mueller?s former law firm, WilmerHale, represents Trump?s son-in-law Jared Kushner, who met with a Russian bank executive in December, and the president?s former campaign manager Paul Manafort, who is a subject of a federal investigation.

Legal experts said the ethics rule can be waived by the Justice Department, which appointed Mueller. He did not represent Kushner or Manafort directly at his former law firm.

If the department did not grant a waiver, Mueller would be barred from investigating Kushner or Manafort, and this could greatly diminish the scope of the probe, experts said.

SEOUL, May 21 (Reuters) - North Korea fired a ballistic missile into waters off its east coast on Sunday, its second missile test in a week, which South Korea said dashed the hopes of the South?s new liberal government for peace between the neighbors.

A South Korean military official said the missile appeared to be an upgraded, extended-range version of the North?s solid-fuel submarine-launched missile. The missile fired a week ago flew was liquid-fueled, and flew further.

President Trump today denied that he revealed that Israel was the source of intelligence about a terrorist threat to commercial airliners during his meeting with Russian diplomats earlier this month.

Just arrived in Israel on Monday, and speaking here alongside Israeli Prime Minister Benjamin Netanyahu, Trump insisted, "I never mentioned the word or the name Israel."

WASHINGTON ― The former head of the CIA said he has seen intelligence about interactions between President Donald Trump?s campaign associates and Russian officials that made him believe there was a need for the ongoing FBI investigation into possible collusion.

?I encountered and am aware of information and intelligence that revealed contacts and interactions between Russian officials and U.S. persons involved in the Trump campaign,? former CIA chief John Brennan told lawmakers on Tuesday during a House Intelligence Committee hearing. By the time he left the CIA on Jan. 20, Brennan continued, he had ?unresolved questions? as to whether the Russians were successful in getting Americans ?to work on their behalf, again, either in a witting or unwitting fashion.?

Brennan told lawmakers he could not say with certainty whether the president?s campaign associates colluded with Moscow. ?But I know that there was a sufficient basis of information and intelligence that required further investigation by the [FBI] to determine whether or not U.S. persons were actively conspiring or colluding with Russian officials,? he testified Tuesday.

The FBI is looking at Jared Kushner, President Donald Trump?s son-in-law and an influential White House adviser, as part of its investigation into Russia?s influence in the 2016 election, The Washington Post and NBC News reported Thursday evening.

Kushner has not been accused of wrongdoing, both outlets noted. Sources told the Post that Kushner has come under scrutiny because of two meetings with Russian officials in December ― one with Russian Ambassador to the U.S. Sergey Kislyak and another with a banker.

Kushner met with Kislyak in December and Sergey Gorkov, the head of Vnesheconombank, a state-owned bank, after Trump was elected, at Kislyak?s request.

Kushner initially did not disclose the meetings on an application for a security clearance. His lawyer later acknowledged he had made an error and amended the application. Kushner has also voluntarily agreed to meet with the Senate Intelligence Committee to discuss the meetings.

Former House Speaker John Boehner (R-Ohio) isn?t impressed with President Donald Trump.

Speaking at an energy conference in Houston on Wednesday, Boehner did praise Trump on foreign affairs and said he had stepped up the fight against the Islamic State militant group. But he generally gave a grim assessment of the president?s first few months in office, according to energy publication Rigzone.

?Everything else he?s done [in office] has been a complete disaster,? Boehner said. ?He?s still learning how to be president.?

Boehner, who backed the businessman during the presidential campaign, criticized the Trump?s late-night tweets and said he hadn?t imagined him becoming commander-in-chief.

The former speaker, who retired from Congress in 2015, suggested investigations into Russian interference in the election were necessary, but said talk of impeaching Trump would only boost the president?s political support.

?I don?t know why either of these [2016 presidential] campaigns were talking to Russians, but they need to get to the bottom of this,? he said. ?The crazy left-wing Democratic colleagues of mine bringing up impeachment talks ? talk of impeachment is the best way to rile up Trump supporters. Remember, impeachment is not a legal process; it?s a political process.?

Boehner also said he thought a border adjustment tax, favored by House Speaker Paul Ryan (R-Wis.), was ?deader than a doornail? and called the prospect of tax reform just ?happy talk.?

Since leaving office, Boehner has joined a D.C. lobbying firm and the board of tobacco giant Reynolds American, Inc. He told the energy conference he has no regrets about leaving Congress.

A Russian oligarch who secretly employed Donald Trump?s campaign manager, Paul Manafort, offered to testify before congressional committees investigating Russia?s meddling in the U.S. election, but only if he?s granted immunity from prosecution, The New York Times reported Friday.

Lawmakers have so far turned down the demands of aluminum billionaire Oleg Deripaska, lest an immunity deal compromise criminal investigations into whether the Trump campaign colluded with Russia to influence the election, according to the Times. Manafort is said to be a key figure in the FBI?s investigation.

Deripaska and Manafort worked together on an offshore fund in 2007 that quickly folded. But Deripaska also provided a $10 million annual contract to Manafort beginning in 2006 to promote Russian interests abroad, The Associated Press reported in March. During the time of the contract, Manafort was working as a campaign consultant to candidates in the Ukraine backed by the Kremlin.

Manafort was forced out as campaign chairman shortly after the Republican National Convention last year, when AP revealed he had helped a Ukrainian political party linked to Russia secretly funnel millions of dollars to two Washington lobbying firms from 2010 to 2014.

Last month, Manafort was to register with the U.S. Department of Justice as a foreign agent, as is required for someone on the payroll of a foreign interest.

The FBI also is reportedly investigating activities of Trump?s ousted National Security Adviser Michael Flynn, former campaign advisers Carter Page and Roger Stone, and top White House aide and Trump son-in-law Jared Kushner.

Multiple advertisers have pulled their ads from his Fox show, and #FireHannity has become a popular rallying cry on Twitter. Some Fox staffers also expressed their disappointment in the host to CNN, saying they were ?disgusted? by his coverage of the story.

Aaron Rich, the brother of the slain DNC staffer, pleaded with Hannity in an emotional letter to drop the story.

Smith refused to rule out reductions in SNAP spending as part of that process, however.

?I want to look at our entire budget, look at all of the details,? he said.

Roughly 43 million low-income Americans receive SNAP benefits, which are vouchers to buy food. Enrollment has dropped significantly since 2014 due to improvement in the economy.

Mick Mulvaney, director of the White House Office of Management and Budget, by claiming there are people receiving benefits who do not need them given how long ago the recession was.

The administration has not been clear about its intentions for the means-tested aid program though. Secretary of Agriculture Sonny Perdue, whose department oversees SNAP, has defended SNAP?s performance and claimed that it will be up to Congress to decide how much it wants to reduce the program?s spending.

A new bill that a Democratic congressman introduced would put the financial burden on President Donald Trump for his frequent visits to his own properties.

Rep. Ted Lieu (D-Calif.) introduced the Stop Waste and Misuse by the President ― or SWAMP ― Act to the House this month. If passed, taxpayers would be reimbursed for the millions of dollars they spend on Trump?s trips to his own properties, including Mar-a-Lago ― where he bragged about enjoying ?beautiful? chocolate cake as he told Chinese President Xi Jinping about his decision to launch 59 Tomahawk cruise missiles against Syria in April.

?President Trump is on track to spend more during his first year of office than all eight years of the Obama administration combined,? by taking his weekend trips, Lieu?s bill says.

Each trip to Mar-a-Lago costs around $3.7 million in security costs alone. And that?s not including the more than $34,000 spent on golf cart rentals the Secret Service orders. In New York City, meanwhile, trips to Trump Tower have already racked up more than $20 million in taxpayer dollars. If that wasn?t troubling enough, the federal government officially promoted Mar-a-Lago when the State Department posted an article crooning over the mansion.

?It is unacceptable for the President to maintain an interest in traveling to properties in which he has a direct financial interest, as the U.S. Government is responsible for renting space for personnel in said private commercial entities,? the bill argues.
