State approved Gambling Legislation Questions

I have a few questions that I am sure someone knows the answers.
1. Who approves someone for a license in that state? Is it just assumed automatically that the local dog track get a license?
2. Can an independent apply for a license and what is the cost?
3. What is to stop a city to give a license to the local grocery store if the state approves it?
4. What about Johnny Big Dog ,the local book who cracks legs?Can he apply for a license and open up a store?
Pretty much EVERY store sells lottery tickets in Georgia,so is it safe to think that eventually every store will be allowed to take a bet?

I read the cost of a license in Pennsylvania is $10 million.

Plus 37% in taxes after that.

It doesn't look promising for PA unless they make some changes.

I think I read somewhere that a license in Nevada is $500.

Nothing is promising in PA. We pay the highest or near highest taxes on everything which doesn't make any sense. We should get a discount for living in this shithole.

I read the cost of a license in Pennsylvania is $10 million.

In old schools post it said Michigan was 200k for a license, while Illinois was 5 million for a license then taxed at 30 percent.:scared I did see also where the Senator from Utah is trying to implement a " Federal Watchdog" over this.In other words give us our share as well. Going to be interesting,as everyone is trying to get their share . May be a train wreck in some of the greedy states like Pennsylvania .Whereas Michigan may have a casino on a LOT of corners!:shrug:

Not only the license but how much money do you have to have to prove you can cover losses?

I think the established casinos will be getting the licenses. And books like William Hill.

I agree, and that is why I was curious. Its the "cash on hand" as well that would eliminate a lot of people.In the backwards state I live in they tried to pass the glorified slot machine as a bingo game. The problem was the ONLY people getting license was the people who already owned a dog track or bingo hall or the Indians. It was like maybe 4 locations across the state instead of giving people like me a chance to have a store.That pissed people off so they turned it down.
