There are Steelers starters who are the same age or older and those with more NFL experience than Antonio Brown.

But Brown joins Ben Roethlisberger as the only players coach Mike Tomlin has held out of the Steelers' first two preseason games. The second one is Sunday at home against the Atlanta Falcons.

Why Brown and not, say, Ramon Foster or Cameron Heyward ? players of similar age and experience level?

"This is not necessarily a democracy," Tomlin said with a grin Friday.

Speaking at a news conference on the final day of training camp at St. Vincent, Tomlin ruled out only Brown and Roethlisberger among healthy players. He also made it clear it's unlikely that James Harrison would play. Harrison has taken part in just one of 16 camp practices.

Tomlin added the caveat that several others would not play because of injury. Included in that group could be Maurkice Pouncey, Mike Mitchell, JuJu Smith-Schuster, Cameron Sutton, Keion Adams, Senquez Golson, Demarcus Ayers and Foster ? with some less likely to play than others.

"We will (officially) deem no one out. We will leave the light on for these guys," he said.

DOBBS TO START AGAIN

Rookie Joshua Dobbs will get another opportunity to be an NFL starting quarterback in the preseason.

Another opportunity might yet be in front of him, too.

Tomlin said Dobbs will start Sunday against the Atlanta Falcons, in part because backup Landry Jones is still recovering from an abdominal injury.

Tomlin also did not rule out that Dobbs, a fourth-round pick from Tennessee, could show enough this preseason to pass Jones on the depth chart.

"The door has never been closed on anyone having an opportunity to move up the depth chart," Tomlin said. "We're in business of winning. If (Dobbs) proves he's capable, I'm open to it. Not only him but all men."



CONNER DEBUT

Arguably the most-anticipated player to make an appearance Sunday would be running back James Conner, whom Tomlin said is "scheduled to play." A rookie third-round pick from Pitt who's had the best-selling jersey in the NFL this summer, Conner did not play in last week's preseason opener at the New York Giants because of a shoulder injury but returned to full practice this week.

Conner was a limited participant in practice Friday after two days of taking regular reps.

BELL RUNG

As he has all throughout training camp, Tomlin played coy with the status of star running back Le'Veon Bell. Bell has yet to sign his $12.1 million franchise-tag tender and has been absent from all team activities this offseason.

Tomlin was asked if he's remained in contact with Bell.

"I have."

Could he share the content of their discussions?

"I could."

Would Tomlin like to do so?

"I wouldn't."

A reasonable line of speculation has centered around Bell signing his tender next week. With the Steelers back to their South Side facility and with two of the four preseason games completed, it would figure to give Bell enough time to get ready for the regular season.

"(Media) can speculate all (it) wants," Tomlin said. "When he gets here, you'll know. (Media) will probably know before I will."

4 storylines to watch for Falcons vs. Steelers



The biggest story of the day will no doubt be what first-round pick Takkarist McKinley does in his NFL debut.

Much like some of the greatest defenders in the history of the sport, McKinley has a unique personality and a motor that never stops running.

Pittsburgh has fielded a strong offensive line for several years, so this will be a good test for the rookie?s pass rushing abilities. Takk led an extremely deep edge rusher class in pressure rate last season. If he can translate that success to the pros he?s going to be something special.





While McKinley makes his big debut, another prominent player will be returning to the field for the first time in a long time.

Steelers wide receiver Martavis Bryant is an extremely athletic and talented kind of guy, but he?s also been in trouble a lot during his short but storied career in the NFL. Bryant was suspended for the entire 2016 season for violating the league?s drug policies and he?s only played in 21 games since he was picked in the fourth round of the 2014 draft.

Headache or no, Bryant is capable of scoring every time he touches the ball. Atlanta?s corners are among the NFL?s best, but they?ll have their hands full trying to contain him today.





One of the pleasant surprises of this summer has been the robust competition behind Devonta Freeman and Tevin Coleman for the backup RB spots.

At the moment it looks like Terron Ward is in the lead after a strong game against the Miami Dolphins. However, he?s got a lot of young talent gunning for his job.

Fred Taylor?s son Kelvin is in the mix with fifth-round pick Brian Hill and recent free agent pickup Jhurrell Pressley to see who can round out the depth chart for Atlanta?s backfield.






If there?s one player on either side who needs to have a great game today, it?s Falcons cornerback Jalen Collins, who is facing a 10-game suspension.

Collins did a horrible job in coverage last week against Miami, allowing some explosive plays, including a 99-yard touchdown that wound up winning the game for the Dolphins.

The only way Collins can avoid the cutting block is to prove that last year?s performance down the stretch was not a fluke.

Then again, Pittsburgh has one of the NFL?s deepest wide receiver corps, so it?s not about to get any easier for No. 32.

Atlanta Falcons fans will have to wait a while longer to see their best player take the field this year.

Superstar wide receiver Julio Jones sat out last week?s preseason opener against the Miami Dolphins as he recovers from offseason toe surgery. Apparently he will also be on the sidelines for the game against the Pittsburgh Steelers.

According to a report by Vaughn McClure at ESPN, coach Dan Quinn has ruled out Jones for Sunday afternoon.

Jones? fellow receiver Taylor Gabriel is dealing with a lower leg injury that has been bugging him since the playoffs last year, as well. It is still unclear at this time whether or not he will be suiting up .

As for the rest of the injury report, running back Devonta Freeman will not be playing as he?s in the concussion protocol.

Rookie defensive end Takkarist McKinley (shoulder) is expected to make his NFL debut, though.
