Great question!! I think the percent relates to the starting BR not taking into account profits/losses made. For example, if the BR is $100 and 100% is bet and won making the BR $200, a 3% play stays at $3 and doesn't increase to $6. Mebbe that's wrong, but that's how I take it. If wrong and every play is a percent of the current bankroll and juice is not calculated, well ...
