Sorry, I misread your post, you were saying both sides dropped the ball during Katrina. I hold all levels of gov (local, state, feds) responsible in this situation.

They failed in both places both times. If they were so dam good our oil productions would not be down by 45% in that area. They would have had local shelters for all to go to. Instead they have moved families all over the country. Heck they couldn't even keep them in there own states.
