Texas Line movement

Guys need your help on this: one site I check has 59% on texas, however the line has dropped from 22 to 20.5. My question is, is this false line movement or could the 59% elude to the amt of tickets on Texas not the amt of money on Texas?

I have never understood why anyone believes sites' claims about what % is on a certain side - what possible incentive is there for them to tell the truth on this, and the numbers are different at various sites. It's just more misinformation.
