I think the FCC regulated commercial time quite a while ago and I don't know why they stopped. There are a lot of things going on these days that are being ignored and it is aggravating the crap out of almost everybody.
The electronic "toys" addictions that has overtaken many, many lives and producing obese younguns in addition to, IMO, negatively affecting the productivity of this country, mandatory seat belt laws that protects YOU while you are in YOUR car, cigarettes that go out automatically 2 or 3 times for smokers, and the freaking non stop flucking commercials on TV.
They were trying to overcome the ability that the VCR users had available to them to just fly by or "skip" through the commercials. That was impossible to overcome cause there's no way a signal on the tape can control a mechanical function in the VCRs that are already in the users hands.
Now they are trying to entice viewers to go on the internet to watch TV. Ah HAH, you can't avoid the dang commercials, well, NOT easily, but you can have another window open, doing something, while they're on.
I still have a VCR hooked up to one of my TVs and record a news/financial related show and a few of them jury case shows like Judge Judy, Joe Brown, etc.

every time. Never verified this, this but I think there's a good chance the commercial time is equal to or approx. = (~) to program time for whatever you're watching on TV. Case may even be worse for prime time on stations like MSNBC, CNN, FOX NEWS, HLN, ETC. Try this -
randomly pick a time between 6 and 9p.m., turn on one of these stations, check what's on, immediately switch to the next one (say, CNN), and continue going through them. How many had commercials during this test period. ALL? 4?
Have you noticed that the NFL and even some college games are showing signs that it had enough of waiting for the commercials to end so they can continue the game. I'm noticing that you now miss the first play that happened while you were watching the last commercial in the series of commercials. They ain't waiting for the stations anymore to get back to the game.
What about that damn station insignia that is glued in the bottom right hand corner of your TV screen. WTF is that all about.. . to irritate you some mo?
I'll tellya, excessive commercialism is creating a problem
far bigger than anyone believes for this country and many others as well.
