He is saying What an Over... As he is saying... Yes, I know how to play overs also. Hawkeye's CBB tends towards unders so when an over pops out every once in a while then it causes a double take.

As for the strength of the play- I believe Mr. Hawkeye plays all his plays for the same amount. He can clarify his UNIT size.
