Did your rash look something like this? If so, the dots are called petechiae and the rash is called purpura. You are correct in the assumption that it is a grouping of broken capillaries or small blood vessels. It's not uncommon on the face (or in the eye) as a result of a strong bout of vomiting and/or particularly strenuous coughing. There are other, more serious causes, so if it continues, I'd have it checked out.

Has anyone ever had a bunch of red freckles on their face after a hard night of drinking? It looks like a shitload of blood vessels broke all around my eyes.
