I have this double electric oven, one on top of the other built in the wall. When i turn one or the other on only the top element in each work. Both bottom elements don't heat up at all. There has to be some mechanism that heats those two elements but i don't know where to look. tried to find the model online but to no avail.

You have them set to 'broil', set them to 'bake'.

Try replacing the sensor chips on the internal circuit board.

It is likely in the control panel as both elements failing at the same time is unlikely..but

First I would check to make sure you are getting 220V at your outlet..
If you have a Digital meter set it at 750v AC...

If Outlet has 3 Prong Entrys (3pole 3wire) Place one meter lead into each outer (2) slash entrys(line) ..

It should read around 220v

If outlet has 4 Prong Entrys (3pole 4wire) place meter leads into each outer slash entrys (line)...

It should read around 220v

If that is good then it's probably at the Relay and contacts at your control panel...
Post if you get 220 at outlet and are able to get to control panel...
