This is one of those cultural things I just don't get although they'd probably say the same thing if they watched me play disc golf.

Well I guess it does.
That is actually a clip from a very early edition of "The Ghetto's Got Talent" and that is a young Cee-Lo on the right and T.I. just prior to his first arrest for illegal solicitation.
Oddly enough, this early video went on to spur the ebonics craze, hence the "enquiries" sign, and led to the onset of Black Entertainment Telelvision. Also, notice a young Tupac sneaking behind them and stealing the change.
