A damning report authored by the Republican-led House committee probing the Benghazi terror attacks faulted the Obama administration for a range of missteps before, during and after the fatal 2012 attacks ? saying top administration officials huddled to craft their public response while military assets waited hours to deploy to Libya.

The report released Tuesday pointedly blamed a ?rusty bureaucratic process? for the slow-moving response the night of the attack. The report said despite orders from President Obama and then-Defense Secretary Leon Panetta to deploy, the first military force did not deploy until more than 13 hours after the attack started.

The report said one anti-terrorism security team known as the FAST unit sat waiting for three hours in Rota, Spain, as Marines changed ?in and out of their uniforms four times,? and even debated whether they should carry personal weapons, according to one witness. All together, the report said, ?it would take nearly 18 hours? for that team to move.

The report described a web of internal debates and hold-ups, including apparent State Department guidance that ?Libya must agree to any deployment,? though Panetta would later say Libya approval was not necessary.

While various officials debated how to proceed, U.S. personnel were under attack at two sites in Benghazi.

In the end, U.S. Ambassador Christopher Stevens and three other Americans -- foreign service officer Sean Smith and former Navy Seals Ty Woods and Glen Doherty -- were killed in the attacks.

The committee's work itself was fiercely contested, with Democrats accusing Republican members of trying to politically harm presumptive Democratic presidential nominee Hillary Clinton, who was secretary of state at the time of the attacks.

Chairman Trey Gowdy, R-S.C., asked Americans to "read this report for themselves ... and reach their own conclusions."

The findings about the military asset response the night of the attacks contrasted with the relatively robust internal debate over the public narrative regarding the attack ? namely, claims that the attacks were sparked by an anti-Islam YouTube video.

The committee report identified for the first time a White House meeting that was convened roughly three hours into the attack and included deputies to senior Cabinet members and Clinton.

Stevens was missing at the time. But the report found ?much of the conversation focused on the video (which) is surprising given no direct link or solid evidence existed connecting the attacks in Benghazi and the video at the time ?.?

The report found that ?five of the 10 action items from the rough notes of the 7:30 pm meeting reference the video.?

The report also showed that there were top-level calls to have the video removed from the Internet, before any of the forces that were ordered deployed ?had actually moved.?

The report, meanwhile, found the video narrative was crafted in Washington by Obama administration appointees and reflected neither eyewitness nor real-time reports from the Americans under attack.

One U.S. agent at the American outpost in Benghazi, whose name was withheld for security reasons, told the committee he first heard ?some kind of chanting.?

Then that sound was immediately followed by ?explosions? and ?gunfire, then roughly 70 people rushing into the compound with an assortment of ?AK-47s, grenades, RPG?s ? a couple of different assault rifles,? the agent said.

In addition, a senior watch officer at the State Department's diplomatic security command described the Sept. 11, 2012, strikes as "a full on attack against our compound.?

When asked whether he saw or heard a protest prior to the attacks, the officer replied, "zip, nothing, nada," according to the Republican majority report.

?None of the information coming directly from the agents on the ground in Benghazi during the attacks mentioned anything about a video or a protest. The firsthand accounts made their way to the office of the Secretary through multiple channels quickly,? the report concluded.

Five days later, then-United Nations Ambassador Susan Rice went on every national Sunday talk show. She told Fox News Sunday, ?What sparked the recent violence was the airing on the Internet of a very hateful, very offensive video that has offended many people around the world.?

The report also said, ?Security deficiencies plagued the Benghazi Mission compound in the lead-up to September 2012.?

Panetta bluntly told the committee ?an intelligence failure? occurred with respect to Benghazi. Former CIA Deputy Director Michael Morell also acknowledged multiple times an intelligence failure did in fact occur prior to the Benghazi attacks.

The committee proposed 25 recommendations for the Pentagon, State Department, intelligence community and Congress aimed at strengthening security for American personnel overseas. Among them were: Figuring out who is in charge in such situations, holding joint training exercises, and improving communication.

The GOP report came after a report by the Democrats on the panel saying that security at the Benghazi, Libya facility was ?woefully inadequate? but former Secretary of State Hillary Clinton never personally denied any requests from diplomats for additional protection.

Democrats have long slammed the committee?s work as partisan, and Clinton campaign spokesman Brian Fallon repeated that charge Tuesday.

?Far from honoring the four brave Americans who died, the Benghazi Committee has been a partisan sham since its start,? he tweeted.

State Department spokesman Mark Toner defended the department in a written statement issued shortly before the report?s formal release, while saying the ?essential facts? surrounding the attacks have been known ?for some time.?

?We have made great progress towards making our posts safer since 2012,? Toner said. ?? Our implementation efforts include work to expand the corps of Diplomatic Security personnel, enhance interagency coordination to address threat information, expand the Marine Security Guard program, and accelerate projects to build and upgrade secure facilities.?

He said the department ?cooperated extensively with the Select Committee,? providing over 50 current and former employees for interviews and over 100,000 pages of documents.

Except this is not the official report from the select committee, it's a partisan report from the criminally fraudulent Trey Gowdy, thrown together as a response to the actual report of findings already released by the democratic side of the committee.
A nice example of how stupid Fox expects their viewers to be is the reference to the fast force located in Rota Spain, which is 18 hours away, as being told to stand down. First, they were never told to stand up let alone down, secondly at 18 hours away, what could they possibly have done to stop a thing. Stupid stupid people believe anything they hear. Pity really.

RUSH: I just want to spend a couple more minutes here on this Benghazi report today, because once we finish, the narrative elsewhere is going to be entirely different. Outside of this program -- and I'm sure other conservative media -- the narrative on this today is gonna be that they found no new evidence of any wrongdoing by Mrs. Clinton, so there's nothing to see here. And they're gonna move on. Now, they won't be able to say that the Republicans targeted Mrs. Clinton.

They won't be able to allege the Republicans did this for purely partisan reasons, which is what the Republicans want. That's what they want out of this. So frustrating. But the point is, after we spend time on it here, that's gonna be it. Aside from elsewhere in the blogs, Fox News and so forth will be talking about it. But as far as the Drive-Bys are concerned, it's pretty much dead now. Since they didn't find any new wrongdoing by Mrs. Clinton, there's no story here. Benghazi's old news! "Yeah, four Americans dead? That's too bad. So sad. You live and learn.

"Still, it was a great foreign policy achievement by Mrs. Clinton doing what she did in Libya." And that's the spin. I want to read to you here from a story about the Democrat version of the Benghazi report. They've tried to preempt this today, and they had no idea what the Republicans were gonna do. So they preempted. They had their own Benghazi report. By the way, the Democrats did not even participate in the official House committee investigation of Benghazi. The Democrats didn't even show up.

They have released their own report, and here's all you need to know about it: "A 339-page report released by Democrats on the House Select Committee on Benghazi mentions Donald Trump 23 times." Donald Trump wasn't even on the public scene when Benghazi happened. He might have been on TV commenting about it as an infrequent guest, but what did Trump have to do with Benghazi? Nothing. But that's not the point. The reason the Democrats mentioned Trump 23 times in their report is to provide the media a highway.

"Okay, media! Here's what we want you to do. This is how we want you to cast and to characterize the Benghazi report," and they put Trump's name in there 23 times. "That total," Trump being mentioned in the Democrat Benghazi report, "is more than the combined number of references to Tyrone Woods and Glen Doherty, two of the former Navy SEALs killed in" Benghazi. Their names, when you add the number of mentions, do not come anywhere near to equaling the number of times the Democrats mention Trump in their report on Benghazi.

"Ambassador Chris Stevens, who was also killed during the onslaught, is mentioned 85 times in the report, according to Republicans on the Select Committee. Sean Smith, a State Department information specialist who also died in Benghazi, is named 36 times in the report. ... Democrats, led by Maryland Rep. Elijah Cummings, have accused Republicans of using its investigation to target Clinton politically." Remember, now, the Democrats' report is issued yesterday, and in it they accuse Gowdy and the other committee members of doing nothing other than targeting Clinton politically.

That their investigation was totally political, had nothing to do with the substance of what happened, nothing to do with finding out why four dead Americans are dead. It was all about attacking Hillary. So what do the Republicans do? Come out today and say, "Oh, no, no, no, no! You won't even find Hillary in the report! No, no, no! No, no, no, no, no. We don't... We don't even try to find the 'why.' No, no, we do the 'who, what, when.' We don't even try to find the 'why. ' You won't find Mrs. Clinton in this report!

"You don't see us wearing T-shirts saying that Hillary lied people whatever! We don't do that; we didn't do that." So Democrats level the allegation, Republicans the next day say, "Nope, nope, not us," and the pathway is cleared for the media to say: No new evidence here against Mrs. Clinton. No wrongdoing whatsoever! The Democrat "report asserts that Clinton was 'active and engaged' during and after the Benghazi attacks. They also say that the investigation has been a waste of taxpayer dollars.

"'Decades in the future, historians will look back on this investigation as a case study in how not to conduct a credible investigation...'" This is the Democrat Benghazi report. Historians "will showcase the proliferation of Republican abuses as a chief example of what happens when politicians are allowed to use unlimited taxpayer dollars..." This is more than chutzpah -- and they can do it, 'cause they know they're not gonna get called on it by anybody.

So it's "what happens when politicians are allowed to use unlimited taxpayer dollars -- and the formidable power of Congress -- to attack their political foes." Who actually does that? Can you think of like the IRS going after the Tea Party? (chuckles) Look, folks, I'm laughing. I'm in all candor, I'm infuriated by all this, and I always have been. I'm outraged. But I don't know what good expressing countless outrage does about it.

I'm angered beyond my ability to tell you how much. I'm as frustrated as you are about this. I'm asking myself over and over, "How do they keep getting away with it?" Because they are exposed. The Democrats have been exposed over and over and over again. It's not as... Now, the Drive-Bys don't do it, but there's plenty of other media that do, or does. Anyway, not only does the Democrats' report mention Trump 23 times, but all that Cummings and the rest of the Democrats on the committee did was waste time and attack their political opponents.

That's all their report is, is a bunch of wasted time and endless attacks on Republicans, not to mention how Hillary and the Obama administration acted entirely based on trying to protect Obama's campaign. They accused the Republicans of engaging in a politically motivated attack when in fact everything the Regime did about this was put Obama's political future ahead of the lives of four Americans who thought help was on the way, when it wasn't anywhere near.

All of this was 56 days before the 2012 election. Also, the Democrats did not interview any witnesses. There are 20 references to David Brock and his super PAC, Correct the Record. There are 23 mentions of Donald Trump in the Democrats' Benghazi report. And, remember, the purpose for that is to allow the media to say, "Hey, the Democrats have got Trump's name in this 23 times! Trump might have some culpability here." So they can do all kinds of allegations, questions, narratives.

What was Trump's role in Benghazi?
