I'll say it depends on who you are going with, what you are going for, what limits you are going to be playing on the tables and what time of week.
For instance, if you are under a $25/hand table player and you are going on a weekend, dont even think of staying at the larger strip hotels. Venetian especially, love staying there, but the tables are tough to get to on weekends and are all $25. They may have a couple open tables at say $15, but they will be 3 deep waiting for a spot and will probably have another bad thing or two about them. The latest BS is they open single deck BJ tables and in real small print they bomb you with "BJ pays 6:5" RUN away from these tables. Anyway, I think this is an important consideration.
Given this I can highly recommend Paris where I have stayed maybe a dozen times. Usually very good rates there, located center of the Strip, reasonable table rates on weekends. If the tables are not, you can walk indoors to Ballys where I have always found $10 tables at night. Also has some poker tables set up, Ballys has a 12 table or so room, but its right across the street from Bellagio. Walking distance to a dozen or so good places, but I love being there because its Center Strip. Sometimes you can even get a room overlooking the Bellagio fountain shows.
Now, I go to Vegas 3-4 times a year and had never given the Luxor a second glance. But Thanksgiving week I stayed at THEhotel at Mandalay Bay and played quite a bit at Luxor. I usually hover around a green/black chip table player but my wife sticks to $15-$25. At Luxor we were always able to find open $10, all weekend long. This has been my experience there every time I've gone. You can also walk next door to Mandalay Bay for a bunch of nice bars and restaurants. Indooor walk to Excaliburwhich is a dump, but they ALWAYS had $5 craps tables and a HUGE KRISP KREME STORE. Anyway, its not the nicest place, but for the price, its got a lot going for it. Oh and we saw Carrot Top there, it was piss your pants funny. Not for everyone, but my wife and I loved it. So I've never stayed there, but it might be worth checking on.
Going back for Valentines Day, cant wait to go.
